       'Serious concerns about the Town of Coaldale’s financial management are being raised by the Alberta Union of Provincial Employees (AUPE).“During bargaining for a new collective agreement, the union has found out that town management has far more out-of-scope workers on big salaries than normal for a municipality of this size,” says AUPE Vice-President Curtis Jackson.The Town of Coaldale has 26 managers and out-of-scope employees, compared to 43 permanent regular front-line workers who belong to AUPE.In comparison, the City of Lethbridge has 29 out-of-scope staff and 900 permanent workers. The Special Areas Board (which administers part of southeastern Alberta including the communities of Consort, Empress, Hanna, Oyen, Veteran, and Youngstown) has 14 out-of-scope staff and 115 front-line workers.Last year, the Town of Coaldale paid out-of-scope staff an average of $122,221 per year for a total of nearly $3 million. It paid regular, front-line workers an average of $54,095, less than half as much.  “The people of Coaldale deserve to know why management has so many highly paid out-of-scope staff while paying its front-line staff so little, despite them providing essential services to the community,” says Jackson.The town prepared a Comparative Analysis in 2024 to show how it performs compared to eight similar municipalities in Alberta (Blackfalds, Drumheller, Edson, Innisfail, Lethbridge, Lethbridge County, Ponoka and Taber).It reveals that compensation for Coaldale Chief Administrative Officer (CAO) Kalen Hastings last year was $244,324, more than $30,000 higher than Taber.“Coaldale spent $737 per capita on salaries, wages and benefits, the lowest of the group and a full 36% below the average, but had a surplus of more than $14 million last year and has more than $157 million in reserve,” says Jackson."It seems Hastings is determined to have a confrontation with front-line workers, even though their pay levels are so low, but isn’t giving the council all the facts.        "My comments from today's press conference:Good afternoon, The ATA was back at the bargaining table on Tuesday with a clear intent: to move these negotiations in a forward direction and to get Alberta’s students and teachers back into their classrooms.   Our Central Table Bargaining Committee presented a serious, balanced and solutions focused proposal - one that included a phased-in approach to achieving manageable student–teacher ratios, a fair counter to the government’s three percent annual salary offer, and new language designed to finally begin addressing the increasing complexity in today’s classrooms. In the media this morning, the government has described our proposal as “too big.”  Let’s be honest, it is years of systemic underfunding and neglect has failed to meet Alberta's growing needs which have made the challenges in Alberta’s schools this overwhelming, complex and big.  Our proposal doesn't ask Alberta to leap ahead of the country and be an outlier it simply begins to bring us closer to the national average in per-student spending, rather than continually finding ourselves in last place. That’s not an extravagant ask, it is fiscally responsible and one that parents and the public clearly support. The government wanted to know what teachers were asking for. We showed them. We’ve been clear, transparent, and consistent.  Now, we expect the government to respond reasonably, in good faith, and not through the media but at the bargaining table where these discussions belong. For seven school days, more than a week and a half, over 700,000 Alberta students have been out of school.  No one wanted this but teachers will not stand by while classrooms crumble. Our members took the extraordinary, painful step of walking out without pay because they believe Alberta’s students deserve better. They are standing up not just for their profession, but for every child in this province who deserves the attention, support, and learning environment that only properly funded public schools can provide. Teachers are ready and wanting to return to their classrooms with their students immediately. The public understands this. They will be fining teachers $500/day and locals $500,000/day if they use their charter rights.In Legislature today, the UCP hammered the point that teachers don't know anything about classroom complexity, academic researchers don't know anything about the effects of class sizes, and the only people who could possibly know anything about classrooms are whatever sort of "task force" of UCP loyalists the government can put together to ignore all academic research on classroom topics.This is an authoritarian fascist crackdown. This government is DRUNK WITH POWER!Now we can expect the teachers to return on Wednesday. This is a massive responsibility we CANNOT put on the teachers to bear on themselves.        It's finally beautiful outside. 🙂This was early in the morning, after it just started to snow.I have to admit that I was smirking at not being stuck in all that motorist traffic jam. 🙂 Also hearing from motorists about bad conditions later, which of course I never noticed on my studded knobbies.I was sad though to see the buses packed full (with lots of students), also stuck in the traffic with the other motorists. They're doing their part to reduce the traffic, but still have to directly suffer from it.Seeing all the snow falling out the window now though, is so nice!
