correction. you are both right. there is a link in the article, & i listened to the whole formal brief. i misinterpreted what sounded like a mandate, - is just a delivery procedure to all of America within 24 hours. & the original article stated it like it was a mandate, if they received emergency authorization, which caused my misinterpretation. i will make a statement of correction. Thanks for seeing that so quickly & letting me know. What a relief.

@HealthRanger neighbor's pipe's burst. they only have electric heat &no central heat. so they may have turned their heaters off when they went to work.road finally paved today.all faucets here on drip 24/7 now for 2 wks. &still few more days to go. u said where u R people don't have internet, or cell phone service (as power towers need electricity), &many no water or heat. did u say your electricity finally came back on today? but no water for business? hope everything gets fixed, etc.
