       The correct response if someone says, "I'm a cop, get in the car" is "so am I, and no."  If they later produce a badge, you can always claim you were joking and it was dry humor. Note: you must not be trying to gain advantage or deceive, which is the specific burden of evidence for 'impersonating an officer'.It's a specific form of sarcasm that a real officer will suddenly have to take dead seriously
