I think a lot of the role goes back to when "programming", itself, was a heavy lift. If you have someone struggling with basic tooling like crummy C++ compilers and buggy version control, you need someone else taking the 10,000 foot view.

But today, most of the tooling is pretty good. No one is spending their days tracking down pointer errors or writing sorting algorithms. The whole job is finding and understanding big pieces of open source code and gluing them together.

Actually one of my very first jobs was at a company that hated open source. We ended up implementing tons of data structures and algorithms (poorly) ourselves. In that environment an architect probably is needed, since the engineers are buried up to their necks in implementation details.
