If Elite Faction #1 and Elite Faction #2 are vying for power, and their primary road to power is getting as many votes as possible, they will increase their share of the voters. And the best way to do that is to widen the law until you've opened the gates to the lowest common denominator. Which is part of why flooding countries with sixty billion gorilla niggers is a natural occurrence of a functioning democracy. Unless the system suffers from internal deadlock in some manner, it is literally always doomed to drive its own people into an evolutionary dead end, every time, without failure.
