The standard connector in the UK/Europe is CCS Type 2. One of the pins is Pilot Connect (PC). When a vehicle is plugged in a handshake happens1. The vehicle drives PC low (to 9 volts), saying "Helllo, I'm connected".2. The EVSE sends a PWM signal back on PC, saying "Maximum current available is X amps".3. Optionally the EVSE can send the PWM signal at 5%, which is outside the standard range (10% - 96%). The vehicle and the EVSE can then negotiate a 2-way protocol over the PC wire, if they both support it. Examples mentioned: Local Interconnect Network (LIN), Single Wire Controller Area Network (SWCAN) bus. I don't know how widespread such support is, but I want to dig.

Tentative findings: very few (if any) AC chargers implement 2 way High-level communication (HLC) over the PC wire. This is predominantly (exclusively?) a feature of DC rapid chargers, the standard is ISO 15118. For now OEM vehicle telematics seems to be the least worst game in town for intelligent EV charging at home.
