They have a little bit, but its mostly symbolic. The "Far East Hectare" program allows foreigners to settle a piece of land out in the far east region and eventually work their way to citizenship and ownership of it. Not super popular because it basically involves homesteading in one of the least hospitable parts of the northern hemisphere.Iirc, they also established some sort of (at least superficial) push to bring in dispossessed White South Africans.Unfortunately when it comes to Russia, one of the things I respect most about them is why I'll likely never live there, they're hardcore nationalists. They generally just dgaf about the rest of the world. Theyd largely rather train Russians to do things over bringing in White foreigners, even if it costs them some time or efficiency.And dont care about a Western PR victory (especially since itd probably be a domestic PR defeat).
