Last week, my @pogowatchdog colleague Sarah Turberville and I filed a complaint with DOJ’s Civil Division urging it to seek civil monetary penalties against Clarence Thomas — as that office has done with other officials who violated the disclosure law. The burden of proof is much lower than in a criminal case, requiring a showing only that it’s more likely than not that he violated the law knowingly and willfully.
