Probably best to put it right in the Atlantic ocean, then you've got ready access to western Europe and eastern USA.The biggest problem is just making long enough ropes of carbon nanotubes. Most of the fighting I've seen evidence for is either from rival crime clans or from religious factions like the Ultra-Orthodox. Usually struggles like the latter are just them being obnoxious to each other, but not enough violence.
