Someone on Reddit's Polandball claims that in Russia people from ethnic Republics are the most affected by mobilization. I don't think it's the main goal, but I think that people from villages, small towns, and small cities are the most affected. And I think the same is the case in Ukraine. It's easier to "get lost" in a big city. And in a village (I would hazard a guess) everyone snitch on each other.
