@johnelalamo The Section 19 system (a and b) was designed to alleviate a number of the problems identified within the HRA, including transferring the obligation to make statements of compatibility to the Attorney-General and providing education and training on human rights issues to parliamentarians.#Bravermann has - quite wickedly - used it for other purposes.

@Loukas Normally, what SHOULD happen is the law should be codified with Section 19a, a âstatement of compatibilityâThis is applied to most bills as they make their way through Parliament.However, she, in some respects quite brazenly, uses #Section19B because she cannot say her act is compatible.
