It hides behind them for this reason.Hamas does care when its own militants and leaders get killed and when they lose power.And Israel never, since 2005, took the strong measures needed to achieve that goal.And now it appears Israel was cornered into being forced to do it, at any price.Doing it entails a lot of destruction in Gaza, and civilians will die, despite efforts to minimize it.
