It requires an entire rework of political-economic circumstances and relationships. Yes, things like degrowth and UBI can perhaps slow down total collapse for a bit but you still exist in a world of centralised power, economic inequality, private property and exploitation. These key and, importantly, coercive relations are unchanged.
