The Office of Independent Counsel ceased to exist on June 30, 1999.It was replaced by the Office of Special Counsel.Trump would of course have known this.The quote is a barium meal. Somebody LEAKED it. And now Trump and his people know WHO leaked it.

Mueller also wrote that if he were sure Trump were innocent, he would've said so.That wasn't his job.The Mueller report was the BEGINNING of something.Not the end.

@ThomasWic @DuaneCates What if he had to play it that way to satisfy the other side? He couldn't get away with making him dirty with Horowitz watching and he could report that to them. The best he could do is leave it vague and questionable and that would have to satisfy them. He doesn't show he's clearly on one side or the other so his cover is still good on both sides. He might still need it!
