Also when I downloaded the file and added it to the EXEC Dir this error came up 
after trying to restart synchronet The procedure entry point 
EVP_PKEY_CT_set_rsa_padding could not be located in the dynamic link libary 
C:\sbbs\exec\mailsrvd.dll
