I recently updated to v3.21. This is probably the who knows what upgrade in a 
row as I have been running the system for probably close to 20+ years now. 
Prior to the upgrade, I was on 3.19. Its running on a Windows 10 VM (32bit) and 
had been working great, however I notice now that when I attempt to stop the 
SynchronetBBS service it just hangs and I have to kill sbbsntsvc.exe. Sometimes 
also after multiple starts/stops i get a error in the synchronet consol that 
says port 23 is already bound to a listener.

Any thoughts? Do I have sme old cruft that needs to be cleaned up?
