The default configuration is when a new echomail message is locally-posted, the FIDOOUT event is run (because the default setting of SCFG->Networks->FidoNet->Echomail Sempahore is set to "%jfidoout.now"). FIDOUT runs SBBSecho export, but does *not* trigger a BinkIT/BinkP outbound connection (because echocfg->Paths->Outgoing Semaphore File is *blank* by default). So... did you change a setting?
