Hello All,

So... moderator intervention was requested by some participants. Here is my 
ruling:

In this echo, the following rule is in force:

  The character set identifier applies to all parts of the message,
  including the header information and the control lines like origin
  and tear line.

  FTS-5003.001 par 6.

Participants in his echo are kindly requested to ignore all postings that are 
in violation of the above rule.

Further discussion about this issue is off-topic from now on.
