   No, the message headers with all the fields can be any character set you 
want -- just as it was many years before the kludge was introduced (usually 
PC8, sometimes Latin -- depending on the echo). The question is if you want 
anyone to read it properly.

   If someone posts all Cyrillic, then some people will read it; others will 
just skip it. And then there are some people who can't restrain themselves from 
starting a thread about it in a totally off-topic echo. I hope that the 
moderator will take proper action...
