Usually, packet radio is used on the lower end of 2 meter VHF (144-145
mhz).  

Take a look at FBB; it's a modern open-source packet radio software
package.  https://www.f6fbb.org/

The Extra tesat is not easy but it's worth it (I'm an Extra class m'self).
