This happened to me also, I was using a VPN to surf the net and I couldn't receive calls. I turned off the VPN and I was able to.. This was before I was using a managed network, I haven't tried it since installing a managed network. 

I know that wasn't much help but I just wanted you to know you are not the only one it has happened to..
