I agree that having a communication protocol similar to nntp  would be
desirable.  My thought with regards to spam would be to take advantage of
public key encryption would would allow tighter moderation/control of message
sources.  Messages don't necessarily have to be encrypted but they could be
signed which means that the sender could be verified or the message would be
rejected.

Just an idea.
