Widely reported, albeit without specific examples, are several of the CCCP controlled companies undocumented control/monitor/kill switches in solar inverters and in large industrial batteries.  

The large industrial batteries are claimed to have undocumented embedded cellular communication equipment.

How widespread is this and what are the risks?  

How do we mitigate the situation?

Expect this is nothing new?
