Normalcy bias keeps people from preparing for bad situations. Belief that nothing bad has happened before means that it won't happen in the future. It is a state of mind, to practice good "situational awareness." It's a situation in which you realize that things can easily change and that just because something normally happens without a problem, is most definitely not an indicator of how the future is going to be on that certain strange event when out on a fairly regular day. It is good to make a "baseline," a personal survey of what normally happens in the nearby areas. This is what to register in one's mind about the look of things around the area that you travel though regularly. If something seems out of place you know to avoid it.
