There is a well written TV show called "NIKITA," and its follow-up show also called "NIKITA."  The premise is that there is some massively powerful rougue agency of some sort of independent yet nationalistic group of security professionals.  They do things that the regular government could not legally do.  They are mercenaries with a plan, lots of funding, and they abduct people to staff their "agency."

Now here is where it gets real, back in the era of The Soviet Union the Red's were known to abduct scientists and make them do forced labor for the benefit of the CCCP.  They (The KGB-like Establishment) were known to be associated with the Kremlin, and the Kremlin has been confirmed to have killed millions of people in their Purges.  If an agency thinks that its fine to kill millions of people it isn't a far stretch to consider that they might abduct people and use those people to work on their projects without having any option apart from to comply.
