I think we like to attribute more structure to the world than actually exists. 
Anecdotally speaking, in my experience, most people share a lot of commonalities, lease of which are ambitions of global domination.

If there were a small group of people or a cabal, or some sort of elite or illuminati vying for power, chances are that the chaos of reality makes it very difficult to assert absolute dominance and control.
