One nearly  universalrequirement for employment in the national securit y field is a securityclearance.76The st andards for mental health applicable to security clearancesc an be found in several places including statutes, executiv e orders, andagency policies.The adjudicative process for security clearances isspecifically governed by the Adjudicative Guidelines for D eterminingEligibility for Access to  Classified Information, codified in title 32 of theC.F.R. 77Guideline I governs emotional, mental , and personalitydisorders.78G uideline I notes that emotional, mental , and personalitydisorders т€œare of secu rity concern because they may indicate a defect injudgment , reliability, or stability.т€ 79Guideline I further provides that т€œ[a] credentialed mental health professional (e.g., clinical psychologist or psychiatrist), employed by, acceptable to or app roved by the government,should be utilized in eva luating potentially disqualifying and mitigatinginformation fully and properly, and particularly for consultation wit htheindividual's mental health care provider .т€8long as the applican t currently meets the access requirements.86In otherwords, these provisions do not bar applicant s who have ever sought mentalhealth treatment.
