There is a way, though immoral, that you can use to elicit a definite response from the opposition. Lets say that you suspect someone is tapping your phone but you are unsure. You could say something to a trusted friend over the questioned phone line that goes something like this: "we're going to make such and such'es life miserable and do a lot of bad things to that person." The things that you propose to do to the target person would have to be serious enough to draw the attention and action by the authorities or whoever you find a response from. There are certain circumstances where an agency or organization that deals in intelligence is forced to let the supposed victim in on the actions that are planned against them. You have to make sure that you don't utter death threats or anything like that, but things of a seriousness that would cause the eavesdroppers to act while you yourself not commiting a crime, such as uttering death threats, which is illegal. So it has to be serious yet not criminal. You're basically poking the authorities and seeing if they react. If you make the claim of a certain specific theme and you find people you know suddenly talking a lot about that thing or bringing up specifics that relate to the "plot" you can be fairly certain that they are under control.
