For Windows the best encryption option if a software package called
VeraCrypt.  It is based on TrueCrypt (which used to be the best until they
folded).  It allows you to encrypt the entire hard drive so you can't even
fully boot the computer without entering the passcode.

On Linux the best alternative is "Encrypted LUKS" which is also a whole hard
drive encryption alternative.  Both of these software packages are
open-source and without financial cost.

Just go to your local library and pop in a usb flash drive.  If you're
worried about your ISP spooking you then consider a VPN (virtual private
network) so that you can tunnel your activity to a less repressive regims'
internet access point.
