Wise advice.  What fits in a person's individual situation depends.  I've lived places where that old bike with baskets locked in my back courtyard was my backup, and was all I could afford and store as well.

In rural England my work colleagues resorted to farm tractors pulling wagons as a communal transport when the snow overwhelmed them.  

My old ('65) pickup fills the role these days.  Low complexity and fun in fair weather taking it around to car gatherings, could be ideal in a pinch.
