This is because they run through life self-impoverished have only one phone number (or maybe two if they have seperate personal & work cell numbers). They also seem to think that every phone number is able to take texts. As a good portion of them are passengers of life, they also think you have the ability to deal with texts 24/7 when it is troublesome at best if driving. Anyone else tend to rotate through communication options "just because?" I might text back a response to a voicemail, or make a phone call following up an email, just to freshen things up.
