They sure did.  My English wife had medical exams, xrays and bloodtests before being allowed to remain with me, despite great documenation and marriage. 

Now it is a free for all where illegals have less medical screening than returning citizens.

The word is that if you are unwell in a country where medical care access is limited/non-existent, that doing the illegal cross into the USA and then availing yourself of the pro bono healthcare opportunities may the the only access you will get to world class healthcare.  

Of course the established pay for this largess in healthcare.
