That depends if the employer is legally aloowed to conduct the level of background check that is useful, and if they are legally allowed to consider "no information available" in their evaluation process.  

The no information available game is used a fair bit.

Having a spouse who went through this and recently helping a friend's wife get a green card, the incremental changes in the last few decades were not very noticable.  

Hving family that has don the Maple Leaf card process in Canada, and having personally done both temporary and permanent European equivilants to the USA Green Card, I found most of those undertakings roughly similar to the Green Card process, though always with a twist here and there.

Some USA changes are reactive to what other countries do.  Green Cards didn't always expire, but to match the EU I believe now they have to renew every ten years.  My British right to reside & work had to be renewed by being in Britain anually for a certain number of years before it became permanent.  Those rules likely have changed.  

My Spainish permit was perhaps the easiest to get at the time, but I think it expired at some point. In otherways they were petty, as at te time the system needed gratuities (bribes) to function.

Our friend's recent Green Card came through quickly.  She had the provisional for about four months before the full Green Card was issued.  Her process was similar to what we experienced years ago.

If you have the chance to see people take the next step and become citizens, I recommend it.  Quite a moving undertaking.  Federal court usually, and the wonderful mix of peoples is amazing.
