This is called "store and forward," which is basically finding a place where the agent can drop something off for the officer/handler to pick up at a later time. If this place is exposed and is used by multiple agents/handlers many people can get exposed in short order. If its only used by one pair its a lot more secure, but still its the point of the weakest link between the worker and the collector. So what options do we have? a physical "dead drop" a radio signal burst an email address an Internet drop box something like a usenet newsgroup something hidden with steganography (hiding things in plain sight) and many other options One method that I'm particularly interested in is the use of spy satellites to be used for reception of radio bursts, storage of those signals and retransmission of those signals to another part of the world after waiting until the satellite gets over the destination area. This kind of thing could be done by Sputnik, the world's first store and forward capable satellite. Some stuff to think about. There are other servcies such as TOR and I2P and the Freenet Project that can be used for the same things... it would make for an interesting Masters Thesis. Anyone out there have anything to add to this topic? The use of this stuff is not just for spies, but for journalists in danger zones, such as hot war, cold war, and operation under totalitarian regimes.
