My kid's school banned cellphones this year, and I almost bought a pair of Cobra CB radios. I watched a lot of YT reviews on them and found that a handful of descent ones will work in the city with about 2 miles of distance between them.

I never bought the CBs because the school principal told me that he wouldn't allow CB radios in the school either. But they seem like the way to go in case of a Democrat takeover. Some of them even have text message capabilities (so I've heard.)
