Enter Echelon, the global surveillance network run by the Five Eyes (USA, UK,
CAN, AUS, NZ).  If you assume that the network is effective and active there
would probably be an easy way to activate recording of messages to later be
heard by the sp00k bosses.  The surveillance network could be used as an
instant messaging client.  It would be a one-way communication medium but if
the Ech Net is as pervasive as rumored to be then all that one would need to
do to file a report would be to activate the network by some sort of code and
*shebang* the people in charge get the report.
