It isn't nearly as popular as GPS, but it has global coverage and seems to
work quite well. It's GLONASS (Global Navigation Satellite System).  Its not
quite as accurate as GPS-MIL, but within a few meters of being as good.  The
satellites are in a Mid-Earth Orbit, consisting of 24 satellites.  If GPS was
ever to go down, such as in a time of war, the GLONASS system would remain up
--- that is unless the Russians took their civilian capacity offline as well.
Both GPS and GLONASS have two sub-systems: a civilian system and a military
system, with the civilian system being open to all and the military side
being encrypted and "secure."  Both systems can have their civilian service
be taken offline instantly if there is a major war in the mix.  Though Russia
has a relatively small economy it certainly has some high-tech kit.
