The idea is to have people dial in to a bulletin board system using the Plain Old Telephone Service (POTS) which would log them into the BBS and after connecting to the BBS they would be given an AT Command Prompt where the user of the system could enter something like ATDT1-123-456-7890 connecting to any number that had a modem attached to it, allowing for a connection to a second BBS via the first BBS being a proxy system. So: User --> Gateway BBS --> Second System (anywhere worldwide)... Just a thought, might be a fun thing to setup for a private trusted group of people. If this were granted to the whole world some bothersome person could do an ATDT911 or something equally as messed up.
