I believe that the money is being spent on the existence of the bureaucratic system as a whole. Even if there are UFO projects, they are allocated small amounts of money. All of this money is being consumed by the bureaucratic machine. If we were to reverse engineer a UFO, we would be able to do it much more cheaply and quickly.
