Well two things come to mind from your message... first is that where I'm from (Ontario, Canada) they have a new license plate that has multiple shades of blue which makes it hard for the readers to read these newer plates, yes they look better than the old style, but without the right contrast it causes issues. The second thing that comes to mind are those plastic covers that go on top of the license which make reading the plate from a car behind you possible, but not possible to read by a speed trap camera. They use some sort of material that obfuscates the reading of the plate with some sort of reflective material. So these things exist, but I'm almost certain that they are illegal.
