Subj : TSCM and Chop Shops

In a recent hacker conference there was a session cancelled that dealt with
TSCM in practical use.  The shutdown of the speech is an indicator that
someone somewhere still seems to think TEMPEST is a valuable secret to keep
under wraps.  This article will consider the issues surrounding TEMPEST in a
rather odd way.  What if instead of protecting computer equipment the kit was
used to shield an entire industrial complex from the emission of tracking
signals that most new cars give off for law enforcement purposes.  I forget
the name of the service but rich people have it as a standard feature in
their expensive cars so when people steal the cars they can be tracked. 
Anyhow, if I were to run a chop-shop I would use TEMPEST shielding on the
whole building and this would negate the beeps coming from the tracker.  This
would not be a cheap solution, but it would be a very effective one.  This
would fall under the category of EMSEC (emissions security) and would be
highly intriguing for amateur radio folks to figure out the logistics for
such a shielding system.
