Given they're trying to drive people into their "Smart Cities" where people can get all of their services in a walkable distance, this is not a surprise. It'll be interesting to see how they get people in rural areas to function without private vehicles. I'm about a 40 minute drive from the nearest major city, and there's no way to get there without a privately owned vehicle.
