 In agricultural areas, there's bunk housing and a process for
 undocumented workers to stay during harvest season. Everyone looks the
 other way because they typically are migrant, travel once the harvest
 is done, and their work is needed in the current state of affairs.

 Semi-permanent service workers could stay in in-law apartments, unzoned
 multi-tenant buildings, or rent a room from someone with a lease and
 legal resident status. All have their disadvantages.

 Farms would need to pay proper wages, taxes, etc. and pass the added
 expense to the consumer. Joe America doesn't want to pay $10 for a head
 of lettuce. I don't have numbers on Big Ag's lobby efforts, but I'm
 sure it could be extensive.

 In addition, the hispanic vote is significant in California and the
 Southwest.

 This all adds up to politicians treading very lightly around the issue.
