Do you have a link? All I could find was testimony in front of the Senate 
Judiciary subcomittee by Robert Epstein (re@aibrt.org) on 6/16/2019.

Nothing subliminal about it -- it's manipulating search results and breaking 
trust.

I'd like to see a web where search providers and social networks are held to 
expectations of impartiality if they want Section 230 protections. As soon 
as you tweak the experience or the results, or charge for preferred location 
in results to make money, you're no longer a common carrier and you should 
be required to manage your content - and be liable for it.
