Subj : Self Oversight of Intel Agencies

It seems peculiar to me that various intelligence agencies and organizations have their operations analyzed by the agency themselves rather than an actually seperate third-party analytical body.  Its like letting the agencies police themselves... actually its more than like that, its specifically that. I can't see how an oversight body can enforce legality on an intelligence apparatus when they answer to the agency or organization in question themselves.

What do you folks think of this scenario?
