Sometimes these excursions are authorized, often then are simply tolerated.

Often they are limited to official actions - example an intelligence agent runs some red lights in "line of duty."  They get a pass.  But if they do it without an offical reason, they get ticketed.  

Sometimes they get ticketed even if line of duty, but the tickets never go on their personal records and no fine is paid.

Much is justified by what is at stake.
