Û ÛÛ Û Since each page is different the code is unbreakable. The risk isÛ ÛÛ Û that a field agent will have to discard his pads in an emergency,Û Û Û Û thereby loosing his ability for clandestine communicaiton with his  Û ÛÛ Û control. The German Foreign Office in itiated the use of one-timeÛ ÛÛ Û pads in th e early 1920s. The Germans used pads of 50 numberedÛ Û Û Û sheets, each legal-sized, containing 48 five-digit groups distribut ed Û Û  Û Û in eight lines of six groups eac h. "Each 240 digits were random, and Û ÛÛ Û no sheet duplicated any other," writes code expert David Kahn. "For Û ÛÛ Û the first time in history, the official c ommunications of aÛ ÛÛ Û government were ab solutely secure against the prying eyes of others."
