I know there is an antenna and chip in there, so if you sent in enough power you should be able to get the signal back. And you're probably right, they just want to be able to match your tunnel picture, to the photo they take when you're talking to the passport control guy, to the photo of you when you leave again. If they get some CC info all the better to later look you up.
