Yep.  ;)  That is the Night Gallery episode "The Little Black Bag."  The
drunkard who originally finds the bag is played by Burgess Merideth, who
made several trips into The Twilight Zone over its original run, and also
played a role in one of the better Tales of Tomorrow episodes... I don't
remember the title, but the characters live in an area where everyone has
either gone mute or deaf.  Merideth's character ultimately figures out the
source of their malady.
