Umm, modem and phone line? ;) Of course, if you haven't got a POTS line, then you have to make do with VoIP. Choose carefully, some of the more "geek oriented" providers may give you the ability to choose codecs. You want to use G.711u or G.711a, as these are essentially the same non linear sampling that were/are used on POTS lines since digital exchanges came in. Theoretically, you should get the same bitrates as you'd get on an analog line, since the audio coding is the same. Some ATAs may also let you decide which codecs to use or not, and you may be able to force it to require the appropriate codecs. I'm yet to try this experiment, but it's on my wish list. I have modems and a suitable VoIP provider. Just need the time to setup the modem and ATA.:) ....
